Why does Publer not load?
If you are having issues with loading the Publer page, it could be that certain extensions or your antivirus are blocking it.
Then that is why you are facing this problem as there is an issue caused by Kaspersky. Read more about that here and how that has affected their antivirus.
It does not allow you to visit several other Pages, not just Publer, due to this issue. There's not that much we can do from our end. As you can see here, our site is accessible by everyone else.

Try to deactivate the antivirus or uninstall it and reinstall it again.
